Who can apply?

The permit applies to foreign physicians who have lawful medical-practice rights outside China and are invited, employed or otherwise applying to provide clinical diagnosis or treatment in China for no more than one year.

The physician must have a foreign passport, a medical degree obtained abroad and a valid foreign medical licence or proof of the right to practise medicine.

A licensed Chinese medical institution must be involved

A foreign doctor needs the support of a medical institution that holds a valid Chinese Medical Institution Practice Licence. The institution must agree to engage the doctor and the parties must have the required agreement or responsibility documentation.

What documents are normally required?

The official guide lists materials including the application form, identity document, foreign medical licence or proof of practice rights, notarised supporting material, photographs, a health certificate, the Chinese host institution’s licence, proof of invitation or employment, the medical degree and a professional résumé.

How long is the permit valid?

The short-term practice registration is valid for no more than one year. If the physician needs to continue practising after the permitted period, a new or renewal procedure must be completed as required.

Why this matters to international patients

Patients sometimes choose a hospital because a well-known overseas specialist is expected to participate in treatment. Before relying on that arrangement, it is reasonable to ask the hospital whether the foreign physician has the necessary approval to practise clinically in China.
